Authorizes the City of Long Beach to procure contracts for the Pier Wind terminal development project at the Port of Long Beach using alternative project delivery methods including construction manager at-risk, design-build, and progressive design-build.

Requires the city to evaluate traditional design-bid-build versus alternative delivery methods in a public meeting and make a written finding that the alternative method will reduce costs, expedite completion, or provide features not achievable through traditional methods.

Mandates that business entities provide an enforceable commitment to use a skilled and trained workforce for all construction work in apprenticeable occupations, unless a project labor agreement is in place or the entity has entered into its own project labor agreement.

Requires payment bonds from a California-admitted surety, errors and omissions insurance coverage for design elements, and prohibits unlawful practices such as rebates or kickbacks during negotiations.

Makes all project documents subject to disclosure under the California Public Records Act and establishes that the project does not include offshore wind turbine construction, assembly, or maritime and longshore operations.
