Commencing January 1, 2026, prohibits stores from providing, distributing, or selling carryout bags at the point of sale, with exceptions for recycled paper bags, pharmacy bags, protective bags for items, and garment bags.

Increases recycled paper bag requirements to a minimum of 50% postconsumer recycled materials effective January 1, 2028, and maintains a $0.10 minimum purchase price.

Eliminates provisions regulating reusable grocery bags made from plastic film, including certification requirements for plastic film bag producers and the at-store recycling program for plastic bags.

Adds legislative findings stating intent to support voter approval of plastic bag bans, reduce plastic pollution, and incentivize consumers to bring their own reusable bags rather than rely on store-provided carryout bags.

Repeals existing reusable grocery bag standards and certification requirements under current law, effective January 1, 2026.
