Adds the Lieutenant Governor and the Treasurer as members of the Franchise Tax Board, effective July 1, 2025.

Expands the Franchise Tax Board from three members (Controller, Director of Finance, and Chairperson of the State Board of Equalization) to five members.

Designates the Controller as the chair of the Franchise Tax Board.

Maintains the Franchise Tax Board's existing duties, powers, and jurisdiction over state personal income taxes and corporation franchise and income taxes.
