Extends the exemption from the ABC employee classification test for newspaper distributors and newspaper carriers from January 1, 2025 to January 1, 2030

Requires newspaper publishers and distributors to report to the Labor and Workforce Development Agency on March 1 of 2025, 2026, 2027, 2028, and 2029 regarding carrier payroll taxes, wage rates, and wage claims

For the March 1, 2025 reporting date only, publishers and distributors must also report carrier wage claims filed during the preceding three years

Maintains the Borello test rather than the ABC test for determining employee vs. independent contractor status for newspaper distributors and carriers
