Department of Housing and Community Development must engage stakeholders by January 1, 2026 to solicit feedback on updating the definition of "migratory agricultural worker," including distance from residence requirements.

Department must develop and submit a comprehensive report by July 1, 2027 analyzing feasibility and costs of converting Office of Migrant Services housing units to year-round availability, including infrastructure needs, capital costs, and demographic information.

Department must conduct annual inspections of all 24 migrant farm labor centers to verify compliance with health, safety, and infrastructure standards.

Operators of migrant farm labor centers must ensure housing units comply with local health and safety laws and cannot condition residency on year-round occupancy or prefer year-round residents over those wanting shorter stays.

By December 31, 2028, department must coordinate with other state agencies to identify excess state sites near migrant farm labor centers and prioritize them for permanent farmworker housing development.
