Requires state and county agencies to accept reporting of required information, changes, and verification affecting eligibility and benefit amounts for public social services programs through in-person, telephone, facsimile, or secure electronic means.

Mandates agencies receiving information submitted through unsecure methods must immediately notify the applicant or recipient of privacy concerns and provide a reasonable alternative method for resubmitting the information.

Requires the State Department of Social Services and State Department of Health Care Services to implement the bill through all-county letters, provider bulletins, policy letters, or similar instructions by July 1, 2025.

Exempts the bill from continuous appropriations under Section 15200 of the Welfare and Institutions Code for implementation purposes.

Applies state-mandated local program requirements, with reimbursement for costs to be determined by the Commission on State Mandates under existing procedures.
