Expands the definition of "health care provider" under the Medical Practice Act to include qualified autism service paraprofessionals certified by a national entity, in addition to existing qualified autism service providers and professionals.

Allows qualified autism service paraprofessionals to deliver health care services via telehealth, subject to the same requirements as other health care providers including patient consent and confidentiality protections.

Establishes that violations related to qualified autism service paraprofessionals under the act constitute unprofessional conduct.

Specifies that no state reimbursement to local agencies or school districts is required because any costs result from changes to criminal definitions under Government Code Section 17556.
