Extends the repeal date of mobilehome park inspection notice requirements and violation procedures from January 1, 2025 to January 1, 2030, allowing enforcement agencies to continue providing 30 days' advance written notice before inspections and issuing notices to correct violations.

Requires the Department of Housing and Community Development to include local recipients of Manufactured Housing Opportunity and Revitalization (MORE) Program loans in the list of home rehabilitation and repair programs provided to owners or occupants receiving violation notices.

Extends the repeal date of the $4 per lot annual inspection fee from January 1, 2025 to January 1, 2030, allowing continued collection of revenue used exclusively for mobilehome park inspections and compliance determinations.

Creates a new Section 18420 effective January 1, 2027 that increases the violation correction period from 60 days to 90 days and requires enforcement agencies to exhaust all administrative and legal recourse against residents before seeking corrective action from park owners or operators.

Exempts local agencies from state reimbursement requirements because increased enforcement obligations are considered changes to crime penalties under state law.
