School district governing boards are explicitly authorized to adopt policies exempting students from locally-required coursework at their discretion.

Districts adopting exemption policies should consult with students and their educational rights holders regarding how skipping locally-required courses may affect college admission prospects.

The exemption authority does not affect student rights under existing law (Sections 51225.1 and 51225.31).

This clarification applies only to additional coursework requirements adopted by districts beyond state-mandated courses (English, mathematics, science, social studies, physical education, arts/language, ethnic studies, and personal finance).
