Expands eligibility for Adoption Assistance Program (AAP) benefits by removing the requirement that children must have attained 16 years of age before the adoption assistance agreement became effective.

Increases the maximum age for AAP eligibility under the third category from under 21 years of age to under 26 years of age for children meeting specified conditions.

Requires counties to include an application for extension of benefits when notifying adoptive parents of children under 21 years of age about expiration of benefits due to age.

Constitutes a state-mandated local program imposing new duties on counties; specifies that no state reimbursement is required as the cost increase is subject to the 2011 Realignment Legislation framework.
