Prohibits group and individual nongrandfathered health care service plans and health insurance policies issued, amended, or renewed on or after January 1, 2025, from imposing cost-sharing requirements for items or services integral to preventive care services and screenings.

Requires coverage for preventive care services with "A" or "B" ratings from the United States Preventive Services Task Force, recommended immunizations, preventive care for infants and children, and additional preventive screenings for women, including home test kits for sexually transmitted diseases and cancer screenings.

Prohibits cost-sharing for office visits when the primary purpose is delivery of a preventive care service and the preventive care is not billed or tracked separately.

Authorizes the Insurance Commissioner to impose civil penalties of up to $5,000 per violation, or up to $10,000 per violation if willful, against insurers for violations.

Became effective September 27, 2024, with the coverage requirements taking effect January 1, 2025.
