Require the Transportation Agency to develop and distribute a bicycle safety handbook by September 1, 2025, upon legislative appropriation.

Handbook must include information on bicycle and e-bike laws, safety equipment, maintenance, riding strategies, crash avoidance, traffic compliance, and e-bike handling characteristics.

Agency must collaborate with the Department of Motor Vehicles, California Highway Patrol, California Office of Traffic Safety, Department of Transportation, bicycling advocacy organizations, and motorist service organizations in developing the handbook.

Make the handbook available as a downloadable electronic version on websites of the Department of Motor Vehicles, California Highway Patrol, California State Library, and other state agencies as deemed appropriate.
