Requires the California FAIR Plan Association to provide quarterly reports until December 31, 2027 to the Insurance Commissioner, Assembly Committee on Insurance, and Senate Committee on Insurance, with information posted on the association's public website.

Quarterly reports must include residential and commercial policy counts, exposures, and total premiums by ZIP code and county; clearinghouse program progress; and updates on customer service and claims handling improvements.

Mandates brokers of record to determine prior to policy renewal whether FAIR Plan policies can be moved to voluntary market insurance companies based on their knowledge of the property insurance market.

"Determine" is defined as the broker utilizing their knowledge of the voluntary market gained from actively placing or attempting to place the same or similar types of insurance.
