Reduces the lookback period for board public and lay members from 5 years to 3 years regarding prohibited relationships with licensees.

Prohibits public and lay members from being employers, employees, or maintaining contractual relationships with licensees "for services provided pursuant to that license" within 3 years of appointment.

Removes exceptions that previously allowed infrequent employer status, minor client relationships (under 2 percent of business), or infrequent employee relationships.

Makes these requirements effective for appointments and reappointments on or after January 1, 2025.
