HCAI must forgive the full amounts of principal, interest, fees, and all other outstanding loan balances upon acquisition by the Alameda Health System Hospital Authority.

Department of Finance must consider whether loan forgiveness will improve the hospital's financial health and enable the acquisition to occur, thereby preventing closure.

Declares a special statute is necessary due to unique circumstances in Hayward regarding the safety net hospital serving Medi-Cal beneficiaries, with the 171-bed facility facing potential imminent closure.

Takes effect immediately as an urgency statute to facilitate the hospital acquisition within six months and ensure continuity of critical emergency room, acute care, and specialty care services.
