Establishes a Missing and Murdered Indigenous Persons Justice Program within the Department of Justice to coordinate investigations of missing and murdered indigenous individuals, including active and inactive cases.

Program shall act as liaison between tribal governments, families, and law enforcement agencies, and provide technical assistance to local and tribal law enforcement.

Authorizes the Department of Justice to provide grants to local law enforcement agencies for investigatory activities, with grant funds available for use until June 30, 2029.

Grant recipients must report to the Department of Justice on how funds were used and progress made in investigations; the Department must submit these reports to the Legislature.

Requires the Department of Justice to submit annual reports to both houses of the Legislature on missing and murdered indigenous persons cases in California until January 1, 2029, contingent on remaining funds after program establishment.
