Requires the State Department of Public Health and Office of Emergency Services to establish an infant formula stockpile by January 1, 2025, upon appropriation and as necessary.

Mandates the department to develop guidelines for procurement, management, and distribution of infant formula, including specialty formulas, shelf-life management, and geographical storage distribution.

Establishes the Infant Formula Advisory Committee composed of nine members including representatives from state agencies, First 5 California, county health departments, industry, local authorities, and public members appointed by the Governor, Assembly, and Senate.

Requires the Advisory Committee to make recommendations for guidelines, advise program implementation, ensure equitable distribution to disadvantaged communities, and provide annual reports to the Legislature on program progress and policy changes.

Guidelines must account for various formula types, shelf-life rotation, amounts needed for shortages (particularly for WIC participants), lessons from past supply chain emergencies, and distribution prioritization policies.
