Defines "confidential call" as a telephone call between an incarcerated person and their attorney that both parties intend to be private.

Specifies that the bill does not limit existing attorney-client access methods including in-person visits, video conferencing, and written correspondence as of January 1, 2024.

Requires jails to take all reasonable means to facilitate incarcerated persons' access to their attorneys to the greatest extent possible.

Provides for state reimbursement to local agencies for costs mandated by this bill if the Commission on State Mandates determines such costs exist.
