Amends Section 31461 of the Government Code to authorize retirement systems to define "grade" to mean employees grouped by shared job duties, schedules, recruitment requirements, work location, collective bargaining unit, or other logical work-related classifications.

Prohibits a single employee from constituting a grade or class on its own.

Requires county boards of supervisors to adopt a majority-vote resolution to make the "grade" definition applicable within their respective counties.

Specifies that the amendments do not override the holding in Alameda County Deputy Sheriff's Association v. Alameda County Employees' Retirement Association (2020) 9 Cal.5th 1032, with that case's precedent prevailing in any conflict.
