Requires autonomous vehicles weighing 10,001 pounds or more to have a human safety operator physically present in the vehicle while operating on public roads for testing, transporting goods, or transporting passengers.

Mandates manufacturers report collisions involving their autonomous vehicles (10,001+ pounds) that cause property damage, bodily injury, or death to the Department of Motor Vehicles within 10 days of the collision.

Requires manufacturers to submit annual disengagement reports detailing when autonomous mode is deactivated, including location, weather/road conditions, traffic conditions, and which party initiated the disengagement.

Directs the Department of Motor Vehicles to submit a report to the Legislature by January 1, 2030 (or 5 years after testing commencement, whichever is later) evaluating autonomous vehicle performance, public safety impacts, and employment effects, with consultation from multiple state agencies.

Prohibits deployment permits for autonomous vehicles 10,001+ pounds without human operators until at least one year after a legislative oversight hearing and with express authorization from the Legislature and Governor.
