Beginning January 1, 2026, licensed physical therapists are authorized to certify disabilities related to loss or loss of use of lower extremities or hands for purposes of issuing disability parking placards and special license plates.

Physical therapists may also substantiate temporary disabilities for the purpose of issuing temporary distinguishing placards, effective January 1, 2026.

Updates terminology throughout Vehicle Code sections to use "person with a disability" alongside "disabled person" for consistency.

Changes pronouns from "his or her" to "their" in provisions regarding temporary placard applications.

The bill implements these changes through repeal and reenactment of Vehicle Code Sections 295.5, 5007, 22511.55, and 22511.59, with the existing provisions remaining in effect until January 1, 2026.
