Establishes the Bikeway Quick-Build Project Pilot Program within the Department of Transportation's maintenance program to expedite development and implementation of bikeways on state highways, with one project required in each district by December 31, 2027.

Prohibits the California Transportation Commission from adding Class III bikeway projects to its program of projects on and after January 1, 2026 unless the bikeway is on a highway with a design speed limit of 25 miles per hour or less or the project reduces the design speed limit to 25 miles per hour or less.

Removes "quality of nearby alternative facilities" as a consideration factor when departments and local agencies incorporate complete streets elements into Road Maintenance and Rehabilitation Program projects.

Requires bicycle facilities identified in adopted bicycle or active transportation plans to be included in road maintenance projects where feasible, and mandates documentation and publication of justification if planned facilities are not constructed or deviate from adopted plans.

Defines "quick-build project" as interim infrastructure using durable, low- to moderate-cost materials that lasts one to five years.
