Requires the department to monitor updates from nonprofit legal services providers to detect inappropriate denial of services and respond immediately to correct any denials.

Removes previous requirements for nonprofit legal services providers to provide the department with full access to case information and confidential attorney-client communications.

Eliminates provisions regarding the Mobilehome Dispute Resolution Fund and the annual $10 registration fee collection from mobilehome park management.
