Repeals Section 1002.3 of the Public Utilities Code, which required the Public Utilities Commission to consider cost-effective alternatives to transmission facilities when reviewing applications for certificates of public convenience and necessity.

Eliminates the requirement for the commission to evaluate demand-side alternatives such as targeted energy efficiency, ultraclean distributed generation, and other demand reduction resources as cost-effective alternatives to new transmission construction.
