Authorizes private, nonprofit mutual benefit corporations formed for health care services to join joint powers authorities or enter joint powers agreements with public agencies until January 1, 2034.

Joint powers authorities formed under this provision are deemed public entities but cannot incur debt, employ physicians and surgeons, or charge for professional services rendered by physicians and surgeons.

Requires authorities to be governed by a board of directors where private nonprofit representation does not exceed 50 percent.

Mandates that projects involving construction or refurbishment of health facilities obtain enforceable commitments that contractors use a skilled and trained workforce and comply with prevailing wage requirements.

Requires private entities performing work to certify in writing under penalty of perjury that prevailing wages will be paid and a skilled and trained workforce will be used, with monthly compliance reports required and civil penalties for non-compliance.
