Clarifies that prosecuting agencies may provide victim assistance to persons who do not meet the statute of limitations requirements for specified sex offenses, including support with pursuing restorative justice.

Applies to felony sex offenses under Penal Code Sections 261, 286, 287, 288, 288.5, 289, and 289.5 that were allegedly committed when the victim was under 18 years of age.

Maintains existing prosecution timeline allowing charges to be brought any time prior to the victim's 40th birthday for qualifying offenses.

Applies only to crimes committed on or after January 1, 2015, or for which the prior statute of limitations had not expired as of January 1, 2015.
