Employees of Sacramento County allocated exclusively to the Sacramento Area Sewer District are deemed employees of the sewer district effective on a date agreed upon by the county and district, with all employment duties and obligations assumed by the district.

Sacramento Area Sewer District becomes a "district" under the County Employees Retirement Law of 1937 and assumes all rights, obligations, and status of Sacramento County regarding the county sanitation plan portion of the retirement system.

The sewer district assumes responsibility for employer contributions, unfunded actuarial liability, employee contribution withholding, compensation reporting, record retention, and compliance with retirement system requirements.

The sewer district continues all legacy benefit formulas and optional benefit provisions available to county employees without interruption and succeeds to rights and obligations under the replacement benefits program and Public Employees' Pension Reform Act of 2013.

The sewer district assumes debt payment obligations and agreements related to pension obligation bonds previously held by the county, to be resolved independently by the district.
