Revises remote participation limits for legislative body members in teleconference meetings under California's Ralph M. Brown Act, replacing restrictions based on consecutive months or percentage of meetings with specific annual caps: 2 meetings per year if the body meets once monthly or less, 5 meetings if twice monthly, and 7 meetings if three or more times monthly.

Defines "meeting" for teleconference counting purposes as any number of meetings beginning on the same calendar day, treating multiple same-day meetings as a single meeting for remote participation limits.

Expands "just cause" reasons for remote participation to include childcare or caregiving needs for specified family members, contagious illness, disability-related needs not otherwise accommodated, and travel on official business.

Requires members participating remotely to disclose whether other individuals 18 years or older are present at their remote location and the general nature of their relationship with those individuals.

Sunsets all remote participation and alternative teleconferencing provisions on January 1, 2026, unless renewed by the Legislature.
