Allows city attorneys in general law cities to prosecute state law misdemeanors without district attorney consent if the city passes an ordinance granting this authority.

Limits prosecutorial authority under the new provision to cases filed in designated collaborative justice courts that provide rehabilitation and support services to reduce recidivism.

Requires the city attorney to bear all costs of rehabilitation and support services provided to defendants in cases they prosecute under this authority.

Preserves the district attorney's authority to intervene at their discretion to serve as primary or lead prosecutor for any state law misdemeanor within the city.

Maintains existing law allowing city attorneys to prosecute misdemeanors with district attorney consent.
