Requires the Board of Parole Hearings to translate blank templates of notices and forms into the 5 most common languages spoken by incarcerated persons eligible for parole hearings.

Covers translation of notices explaining parole hearing rights, notices providing procedural information, Americans with Disabilities Act grievance forms, and petitions to advance parole hearing dates.

Mandates the board update translated versions within a reasonable time if material changes are made to the original templates.

Requires the board to determine the 5 most common languages at least once every 5 years.
