Expands the Greenhouse Gas Reduction Fund grant program to include recovery of edible food, including transportation of recovered edible food and purchase of technology or software that improves efficiency and tracking of edible food recovery.

Adds edible food waste recovery operations to eligible infrastructure projects, specifying that facilities can be constructed or expanded to help develop, implement, or expand these operations.

Requires the Department of Resources Recycling and Recovery to consider the increased amount of edible food recovery capacity that a project will create when awarding grants for edible food recovery.

Maintains existing grant program eligibility for organics composting, organics digestion, recyclable material manufacturing, food waste prevention, and other organic waste diversion activities.
