Requires the State Water Resources Control Board to post annual reports on its website describing receipts and expenditures of the State Water Pollution Cleanup and Abatement Account, beginning January 1, 2026.

Initial report due January 1, 2026 must include data covering July 1, 2017 through June 30, 2025.

Reports must include a list of applications with requested amounts, board decisions, granted amounts, project descriptions, and reasons for denials or partial funding.

Reports must separately identify enforcement fines deposited into the account and the total amount of fines diverted to supplemental environmental projects.

Board must establish separate accounting by June 30, 2025 for different receipt categories including enforcement fines, cost recovery, and judicially approved settlements or orders.
