Requires hospitals providing perinatal care, alternative birth centers, and primary care clinics to implement evidence-based implicit bias training programs for all health care providers involved in perinatal care by June 1, 2025.

Implicit bias program must include recognition of intersecting identities, including nonbinary persons and persons of transgender experience, and address historical oppression, cultural competency, reproductive justice, and health inequities in perinatal care.

New health care providers must complete initial training within six months of hire; all providers must complete refresher training every two years thereafter, with training conducted during paid work time.

Facilities must submit annual proof of compliance to the Attorney General by February 1 of each year starting in 2026, including lists of trained providers, training dates, and materials used.

Violating facilities face civil penalties of $5,000 for first violation and $15,000 for subsequent violations; Attorney General may post noncompliant facilities on its website and publish biennial compliance reports.
