Establishes state policy to preserve, protect, and restore wildlife habitats and biodiversity through acquisition and restoration of large habitat blocks connected by wildlife corridors and supporting infrastructure.

Requires the Wildlife Conservation Board to identify priority projects for acquiring, developing, restoring, protecting, and expanding wildlife corridors and open space, including projects to improve connectivity and reduce barriers between habitat areas.

Authorizes voluntary protection methods for wildlife corridors including conservation easements, fee title acquisitions, wildlife-friendly fencing, roadway undercrossings, overpasses, and culverts to facilitate fish passage and wildlife movement.

Removes the bond-funding contingency requirement for the Department of Fish and Wildlife to investigate, study, identify, and track wildlife corridors and habitat linkages, and their impacts from climate change.

Requires the Natural Resources Agency's annual 30x30 progress report to include updates on state progress toward addressing priority wildlife corridors identified in the Department of Fish and Wildlife's Restoring California's Wildlife Connectivity report and goals for wildlife corridor protection over the next five years.
