Establishes minimum requirements for "covered grants" of $20,000 or less with durations of one year or less that are available to nonprofit organizations.

Requires grant administrators to post eligibility and application information on their website and the California Grants Portal, provide online application capability, and include a frequently asked questions section with a contact phone number.

Mandates administrators distribute at least 50 percent of grant awards upon execution, with the ability to distribute up to 100 percent immediately.

Prohibits administrators from requiring grant recipients to submit receipts for most expenses (except nonpayroll expenses to single vendors totaling 50 percent or more of the award) and limits required narrative reports to 600 words maximum.

Prohibits administrators from requiring grant recipients to carry insurance coverage limits exceeding the risk associated with the covered grant activity.
