Requires the Native American Heritage Commission to prepare an updated report on the ethnography and ethnohistory of Native American tribes in the Sacramento region by January 1, 2027.

Report must cover tribal perspectives and history, federal and state tribal recognitions since 1984, tribal cultural survivance, relevant laws and policies since 1984, tribal affiliations, and sites of tribal significance.

Commission must collaborate with Native American tribes traditionally and culturally affiliated with the Sacramento region in selecting an entity to prepare the report and in reviewing and approving the final publication.

Upon completion, the commission must submit copies of the report to the Legislature, State Office of Historic Preservation, Department of General Services, California State Library, and participating tribes.

Exempts the selection and preparation of the report from state contracting and procurement requirements under the Public Contract Code and Government Code.
