Shifts primary responsibility for preventing discrimination on campuses from system-wide leadership to individual campus leaders: chancellor for each University of California campus, president for each California State University campus, and joint responsibility between governing board and chief executive officer for each community college district.

Requires system office leaders to annually present reports to their respective governing bodies (Board of Regents for UC, Board of Trustees for CSU, Board of Governors for community colleges) on discrimination prevention and Title IX compliance across all campuses.

Mandates that system office leaders present annual reports during public hearings of the Senate Budget Subcommittee on Education and Assembly Budget Subcommittee on Education Finance before receiving state student financial aid.

Expands nondiscrimination protections to explicitly include prevention of sexual harassment as defined in Section 66262.5 across all three segments of public postsecondary education.

Requires annual review and revision of nondiscrimination regulations by the Chancellor of the California Community Colleges to ensure compliance across all districts.
