Adds a 2-year statute of limitations on disciplinary action against permanent classified service members in school districts and community college districts that have adopted a merit system.

Prohibits disciplinary action for causes arising before an employee became a permanent classified service member.

Prohibits disciplinary action for causes arising more than 2 years before the notice of cause is filed, unless the employee concealed or failed to disclose the cause when reasonably expected to do so.

Defines "disciplinary action" for purposes of these protections by reference to existing definitions in Education Code sections 45101 and 88001.

Exempts the state from reimbursing local agencies or school districts for costs under Article XIII B of the California Constitution, as violations would constitute a new crime under state law.
