Governor shall appoint a Statewide Homelessness Coordinator within the Governor's office, subject to Senate confirmation, to serve as the lead person for ending homelessness in California.

Coordinator must set state goals to end homelessness and identify a local leader in each relevant city, county, or jurisdiction to serve as liaison.

Coordinator shall oversee homelessness programs, services, data, and policies across federal, state, and local agencies.

Coordinator must coordinate the timing of state funding releases and applications for housing and housing-based services for people experiencing homelessness.

Coordinator shall provide annual recommendations to the Legislature and Governor in collaboration with local leaders, and may adjust state goals as allowed by state law.
