Expands the definition of "asynchronous store and forward" telehealth to include asynchronous electronic transmissions initiated directly by patients, including through mobile telephone applications.

Allows health care providers to establish new patient relationships with Medi-Cal beneficiaries via asynchronous store and forward when visits relate to sensitive services, as defined in Civil Code Section 56.05.

Removes the option for patients to attest they lack video access as justification for audio-only telehealth when establishing new patient relationships; patients may only request audio-only modality by explicit request.

Requires providers offering audio-only or video synchronous telehealth to also maintain protocols offering in-person care or arranging referrals to in-person services.

Requires Medi-Cal reimbursement for telehealth services to be no less than amounts paid for in-person services when care meets applicable standards.
