Requires the Department of Health Care Services to prepare written informational materials explaining Early and Periodic Screening, Diagnostic, and Treatment (EPSDT) services available under Medi-Cal using clear, nontechnical language.

Materials must include information required by federal regulations (42 CFR 441.56(a)) and content specifically designed for youth ages 12-20 eligible for EPSDT services.

Department must regularly review materials with stakeholder consultation to ensure accuracy and test translation quality, clarity, and cultural concordance with Medi-Cal beneficiaries.

Requires Medi-Cal managed care plans to provide informational materials to eligible beneficiaries within a timeframe specified by the department after enrollment and annually thereafter; fee-for-service Medi-Cal must provide materials within 60 calendar days of initial eligibility determination.

Defines EPSDT services to include screening, vision, dental, and hearing services plus all medically necessary diagnostic and treatment services needed to correct discovered defects or illnesses, including services beyond the state plan when medically necessary.
