Requires the California Department of Health Care Services to provide annual supplemental payments to critical access hospitals operating on islands located more than 10 miles offshore the mainland coast but within state jurisdiction

Payment amount equals the preceding fiscal year's median amount paid to hospitals in health care districts statewide for corresponding Medi-Cal services

Supplemental payments are in addition to existing critical access hospital supplemental payments under Section 14105.17

Implementation contingent on federal approval, available federal financial participation, and appropriation in the annual Budget Act for the nonfederal share

Clarifies that critical access hospitals receiving these payments remain classified as general acute care hospitals
