Authorizes local jurisdictions to count compost from specified small-scale operations (vermicomposting, operations under 100 cubic yards, mushroom compost) toward their recovered organic waste procurement targets, subject to quality standards.

Allows jurisdictions to count up to 10 percent of procurement targets with mulch from tree trimming operations and recovered edible food, with one-to-one conversion factor for edible food.

Permits jurisdictions to count direct expenditures (investments in composting operations, equipment, distribution sites) toward up to 10 percent of procurement targets at $21.38 per ton conversion factor, through December 31, 2035.

Enables jurisdictions to establish local per capita procurement targets using waste characterization studies and allows compliance through five-year rolling targets instead of annual targets, starting January 1, 2027.

Extends rural exemptions from organic waste collection and procurement requirements until January 1, 2037, and requires the department to amend regulations by January 1, 2026 to include pipeline biomethane from organic waste as a countable product.
