Establishes the Cal-Bridge Program as an intersegmental partnership between California Community Colleges, California State University, and University of California to create a pathway for diverse STEM undergraduate students to pursue STEM PhDs and become faculty or technology industry leaders.

Creates three subprograms: the Undergraduate Program (mentorship, financial support, professional development, and research opportunities), the Doctoral Program (financial support, pedagogy training, and mentorship), and the Postdoctoral Program (two-year positions with teaching and research opportunities).

Authorizes appropriated funding to support scholar stipends, research opportunities, faculty mentorship stipends, professional development workshops, and administrative costs.

Applies to the University of California only if the UC Regents approve it by resolution, and requires a separate legislative appropriation to implement the program.
