Until January 1, 2028, limits suspension or expulsion for acts occurring outside school hours to those sufficiently severe or pervasive to create an intimidating or hostile educational environment, and requires other means of correction to fail first before suspension or expulsion.

Until January 1, 2028, authorizes suspension or expulsion for sexual harassment, hate violence, harassment/threats/intimidation, and terroristic threats occurring outside school hours only if they materially disrupt classwork, create substantial disorder, or create an intimidating or hostile educational environment.

Until January 1, 2028, requires school districts reporting suspensions or expulsions to the State Department of Education to indicate whether the discipline was imposed for acts engaged in outside the campus.

Specifies that restorative justice practices for racist bullying, harassment, or intimidation may occur during or outside school hours if the conduct meets the severity and pervasiveness standards.

All provisions expire January 1, 2028, after which the prior law allowing suspension or expulsion for school-related acts at any time will resume.
