Increases the minimum monthly personal and incidental needs allowance for Medi-Cal patients in medical institutions, nursing facilities, or Program of All-Inclusive Care for the Elderly organizations from $35 to $50 per month.

Requires the $50 amount to increase annually by the cost-of-living adjustment implemented by the Social Security Administration.

Implementation of the $50 increase is contingent on obtaining necessary federal approvals and ensuring federal financial participation remains available.

Department must issue a declaration certifying when all conditions for implementation have been met and post it on its website and provide copies to state officials.

Changes are effective no sooner than January 1, 2025, subject to receipt of required federal authorizations.
