Requires the Employment Development Department to release an employee's wage information to a qualified third-party vendor upon receipt of written employee permission for that release.

Allows electronic transmission of an employee's wage information directly to qualified third-party vendors for permissible uses, defined as verifying wages, credit granting, residential leasing, employment screening, and insurance or government transactions consistent with the Fair Credit Reporting Act.

Restricts qualified third-party vendors and their subscribers from using wage information except for permissible uses and prohibits resale or redisclosure of the information without employee authorization.

Makes it a misdemeanor for any person to knowingly access, use, or disclose wage information made confidential by this section without authorization.

Specifies that the Employment Development Department shall not expend any additional state funds to execute agreements with qualified third-party vendors.
