Increases total number of neighborhood-restricted special on-sale general licenses authorized in San Francisco from 30 to 40, with no more than 5 new licenses issued per year beginning January 1, 2017.

Increases concurrent license limits for two neighborhood groups: census tracts 612000, 232000, 234000, 233000, 230030, and 255010-263010 each increased from 5 to 10 licenses; updates census tract numbers to reflect 2020 Census splits and adds census tract 352020.

Eliminates the preapplication meeting requirement that applicants previously had to conduct with neighbors and community members before submitting license applications.

Authorizes holders of neighborhood-restricted special on-sale general licenses to exercise off-sale beer and wine privileges commencing January 1, 2025, with prior licensees requiring department approval via petition to exercise these privileges.

Requires the department to adopt rules and regulations to enforce the section and makes legislative findings that a special statute is necessary due to unique liquor license conditions in San Francisco.
