Increases the Student Aid Commission membership from 15 to 16 members by adding one additional public member.

Changes the number of public members on the commission from 3 to 4.

Updates gender-neutral language in the student member provisions from "his or her" to "the student member's."

Maintains all other existing commission member categories including representatives from various postsecondary institutions, students, legislative appointees, and secondary schools.
