Adds kratom products to California's Sherman Food, Drug, and Cosmetic Law and requires processors to register annually with the State Department of Public Health, with authorization to charge registration fees based on unit production and annual sales.

Establishes specific requirements for kratom products including maximum alkaloid content (4 percent total alkaloids in kratom leaf, 7-hydroxymitragynine not exceeding 1 percent of total alkaloids), prohibits synthesized kratom alkaloids, and requires laboratory certification via ISO 17025:2017 accreditation.

Mandates detailed labeling and packaging requirements including warnings against use by those under 21, pregnant individuals, and breastfeeding individuals; recommendations to consult healthcare providers; advisements that kratom may be habit-forming; and specific alkaloid content declarations per serving.

Prohibits sale of kratom products to persons under 21 years of age, prohibits products attractive to children (cartoons, candy-like packaging, fictional characters), and bans inhalable kratom products.

Allows kratom processors operating in good faith compliance to manufacture and sell products without authorization until April 1, 2025, and preempts local governments from imposing restrictions beyond those in the bill.
